BOARD OF DIRECTORS MEETING
December 15, 2010

Board Members in Attendance: Pete Alvarado, Scott Byers, and Ken Hofer
Board Members Absent: Lou Sposato and Marylee Kraus
Management Staff in Attendance: Anne Smith, Pinnacle Property Management

Meeting was called to order at 7:11 PM.  Quorum was verified.  Meeting was properly noticed.  

OPEN FORUM
Several homeowners expressed concern regarding the landscaping, including overgrown areas in the Hunters Stand median as well as lack of working irrigation in the West Hampton median.  Management will relay these issues to the landscaper.
A homeowner addressed the Board regarding basketball hoops in the street.  Ken Hofer explained the Board can enforce this violation but there are legal fees incurred.

Motion was made by Ken Hofer and seconded by Pete Alvarado to approve the November 17, 2010 minutes as written.  Motion carried unanimously.

FINANCIALS
Motion was made by Ken Hofer and seconded by Scott Byers to approve the November financials as presented.  Motion carried unanimously.  
Since the Board is obligated to the homeowners that pay their assessments on time, the Board decided not to waive any fees for Lot #3058 and #6080.
Motion was made by Ken Hofer and seconded by Scott Byers to ratify the vote for a 30-day extension for Lot #7025.  Homeowner must pay his balance due by January 26, 2011.

GROUNDS & MAINTENANCE
The following items were identified and addressed:
  • Replacement playground equipment installed at Main Park/Baseball Tot Lot.
  • Sod replacement at corner of Lockwood and McCulloch completed per Seminole County.
  • Broken window at 3395 Foxcroft Circle secured with plywood to prevent further vandalism.
  • Damaged fence at 3469 Woodley Park Place repaired to due vandalism.
  • Bell Tower serviced.
  • Tennis court gates repaired.  Gates should close automatically.
LEGAL
Status report from Taylor & Carls was reviewed.

ADMINISTRATIVE
Regarding possible grant funding available to assist communities burdened by foreclosed homes, Management contacted Seminole County Commissioner Bob Dallari’s office, the County’s Grant Coordinator and an individual in the Accounting Department and have yielded no results.

NON-COMPLIANCE
  • November Non-Compliance Report was reviewed.
  • The Board agreed to hold all lawn violations until March 1, 2011.
ARCHITECTURAL REVIEW
Several ARB applications were reviewed.

NORTHVIEW PROJECT
Detailed documents are available on the Carillon website.

OLD BUSINESS
Wild Boars Update – To date 13 wild hogs have been removed from the community.  The trapper has been instructed to finish out the month and cease trapping on December 31, 2010.
Soccer Field Update – Management to contact the Association attorney to inquire about potential costs to the Association in order to enable the Seminole County Sheriff’s Office to cite violators for trespassing.  Management will report their findings at the next meeting. 

ADJOURNMENT
There being no further business to come before the Board, motion was made by Scott Byers and seconded by Ken Hofer to adjourn the meeting of the Carillon Residential Community Association at 8:20 PM.  Motion carried unanimously.
