Carillon Community Residential Association, Inc. Board of Directors Meeting September 16, 2009
Seminole County Sheriff’s Office 1225 East Broadway Street Oviedo, FL 32765 6:30 PM
Board Members in Attendance: Ken Hofer, Marylee Kraus, Lou Sposato Pete Alvarado and Scott Byers
Management Staff in Attendance: Anne Smith, Pinnacle Property Management
The meeting was called to order at 6:40 P.M. by Ken Hofer. Quorum was verified. Meeting was properly noticed 48 hours in advance.
OPEN FORUM
- Ivette Millian from 3534 Foxcroft addressed the board with several issues:
- The neighbor behind her has fifteen dogs and 5 to 6 cats.
- The homes that are rented to UCF students create havoc on “Game Day” with guests, drinking throughout the day, debris, blocking driveways, etc.
- Suggests painting curbs yellow where parking is prohibited and requiring registration stickers for residents.
- Expressed thanks to the Board and Pinnacle for the swift handling of the recent issues on Wrenfield Lane regarding large party held recently which resulted in arrests.
- Vincent Cortazar attended (the parent of the UCF student living in the house) to address the Board and apologize for this incident. Mr. Cortazar assured the Board that this incident will not recur.
- Adrian Alamina from 3724 Becontree Place has just a small space of curb in front of her home – yet cars park there and block her driveway.
- Ken Hofer will invite Officer Mills and two to three deputies to address the parking issues at next month’s meeting.
Motion was made by Ken Hofer and seconded by Scott Byers to approve the minutes from the August 19, 2009 Board of Directors meeting as written. Motion carried unanimously.
FINANCIALS
Motion was made to approve the August 2009 financials by Lou Sposato and seconded by Marylee Kraus. Motion carried unanimously. MANAGEMENT REPORT
GROUNDS & MAINTENANCE - Alligator trapped and removed from pond behind 3441 Sterling Park Circle
- All lettering was removed from the monuments
- Installed new trash can by the Gazebo
- Proposal Review:
- Monumental Signage Proposals
- Removal of Gazebo from the Carillon Park
- Reserve Advisors proposal for reserve study
- Landscaping Proposals
- Ace
- Nanacks
- Proscape
- Valley Crest
RENTAL RESTRICTIONS
Proposed amendment regarding rental restrictions needs use restrictions to include registering vehicles as well as look into resident stickers throughout the community. There will be a special meeting in February regarding rental restrictions and the 2/3 quorum that needs to be met. They also will discuss special assessments that may need to be addressed.
GROUNDS & MAINTENANCE
- Monuments: Barry Supersano wants letters with thicker material
- The benches in the Gazebo area need the bolts tightened on at least five (5) benches.
- A motion was made by Ken Hofer and seconded by Scott Byers to approve estimate number 1118 from PCPI to pressure wash all the monuments for $3,000.00. Motion carried unanimously.
- A motion was made by Ken Hofer and seconded by Scott Byers to approve the PCPI bid; number 184; to rebuild a wall between two columns on Dorchester and Hunters Stand for $1,600.00. Motion carried unanimously.
- A motion was made by Ken Hofer and seconded by Scott Byers to approve Girard’s Proposal to remove six dead trees at the Sterling Lake Circle. Motion carried unanimously.

NEW BUSINESS
- Anne Smith is to invite sign vendors to present at next month’s meeting.
- Management is to email Lt. Mills in respect to Carillon and UCF Game Day. There are multiple issues from street parking, drinking, loitering to frat houses. The problem has grown into a major issue that needs addressed immediately. Community needs to know procedures to dealing with such problems.
- The annual meeting will be held on December 16, 2009. The two main items up for discussion is the Northview Project and the Lease Restrictions.
ADJOURNMENT
There being no further business to come before the Board, a motion was made by Ken Hofer and seconded by Marylee Kraus to adjourn the meeting of the Carillon Residential Community Association at 10:03 PM. Motion carried unanimously.
