BOARD OF DIRECTORS MEETING
WEDNESDAY, NOVEMBER 15, 2006 – 6:30 PM
SEMINOLE COMMUNITY COLLEGE –
2505 LOCKWOOD BLVD. #203, OVIEDO, FL

MANAGEMENT REPORT


1. The enforcement inspection was performed on November 3rd by Marilyn Nieves of Greystone Management. Violation letter were sent shortly after the inspection.

There are about 18 homeowners with third violations. They were invited to the ARB Hearing already but we do not have or know the outcome of the hearing – Greystone can not proceed unless instructed to do so by the ARB or Board. A final decision needs to be made on these or we will have no other choice than to close these violations out.

No information from the ARB Committee has been submitted to management on this matter as of this date (11/09/06).

At the last BOD Meeting the ARB Committee agreed to forward their Hearing results to Greystone right after the hearing but we have not received these reports in the last two months.

2. As of November 9, 2006 we have about 27 Board invitations. After the next inspection the Board will receive an update with any additional notice of invitations that are sent out.

3. No landscaping inspection was performed for November due to the fact that Kevin from Girard never responded or confirmed meeting. As per Teresa beginning immediately she will be performing the landscaping inspections with Girard and will report the out come to the Board and management.

Girard is to forward monthly landscaping reports to Teresa Takac from now on.

Vicky and Teresa agreed on Madison Park entrance improvements which Girard will take care after mulching community.

Brighton Park entrance missing letters have been ordered from Fast Signs. They will be installed as soon as they arrive.

4. 3605 Foxcroft – Is now vacant.

5. Water bills for Madison Park. Marilyn was instructed to draft a letter to the homeowner whose water lines are connected to the Carillon HOA water and forward to Board for approval.

6. On the enforcement inspection I noticed that the County has completed most of the repairs on the cracked sidewalks on the west side of Lockwood but still have to complete the east side. No update on Progress Energy light poles. All county signs have been installed.

7. The fields have been reopened.

8. Director at large opening still available.

MANAGEMENT REPORT

1. The enforcement inspection was performed on October 6th by Marilyn Nieves of Greystone Management.

The following homeowners have received three violations and need to be discussed at the next BOD whether or not they will be forwarded to the attorneys: 1623 Carillon Park Drive, 3527 Foxcroft Circle, 3510 Foxcroft Circle, 1578 Hunters Stand Run, 3840 Becontree Place, 3768 Becontree Place, 4519 Bond Lane, 3854 Regents Way, 3429 Sterling Lake Circle, 2177 Westbourne Drive, 3958 Carnaby Drive, 3970 Carnaby Drive, 1546 Hunters Stand, 3736 Becontree Place, 3832 Becontree Place and 4473 Drayton Lane.

No information from the ARB Committee has been submitted to management on this matter as of this date (10/12/06).

2. As of October 12, 2006 we have 17 Board invitations. After the next inspection the Board will receive an update with any additional notice of invitations that are sent out.

3. No landscaping inspection was performed for October due to the fact that Kevin from Girard was ill. In the Tennis Court area Girard still needs to work on installing the wood poles for the parking area that are still missing. Playground benches and tables need to be ordered and placed. Signage throughout community should have been pressure cleaned and painted.

Girard has provided estimates for the changes in the Madison Park entrance design.

The next landscaping inspection will be held on October 20th at the ball field. The inspection will begin at 10:00am please inform Greystone who will assist Marilyn in this inspection.

Girard still needs to forward monthly landscaping reports to Greystone and/or Teresa.

Madison and Brighton Park entrance letters Fast Signs recommended they all be painted to match the new letters. Cost for painting is $150.00.

4. Officer Robinson of Code Enforcement was informed to inspect 4473 Drayton Court. Management and the Board has received numerous complaints on this home in reference too many occupants residing at this address and neighbors are complaining about the noise and partying going on during the weekends.

5. West Hampton II the fence is still broken and the signs still need to be cleaned and/or painted. Jags have submitted quotes to Jay for the gate replacement and have forwarded the rest of the quotes to Greystone. Jags are to install County signs on property.

6. Water bills for Madison Park are still an unresolved matter. Marilyn has forwarded all bills to Jay.

7. On the enforcement inspection I noticed that the County has stopped repairing the cracked sidewalks and several homeowners are complaining. No update on Progress Energy light poles.

8. The fields are closed for repairs until further notice any applications and or information about the ball or soccer field should be forwarded to Ken.

9. Director at large opening still available.

MANAGEMENT REPORT


1. The enforcement inspection was performed on September 8th by Marilyn Nieves of Greystone Management and Jay Dunn a member of the BOD.
The following homeowners need to be discussed at the next BOD whether or not they will be forwarded to the attorneys: No information from the ARB Committee has been submitted to management on this matter as of this date (9/13/06).

2. The following homeowners were invited to the September ARB Meeting: 3456 Foxcroft Circle, 1587 Hunters Stand Run, 3736 Becontree Place, 2063 Westbourne Drive, 3910 Carnaby Drive, 3958 Carnaby Drive and 3970 Carnaby Drive.

3. The landscaping inspection was performed on July 21st and went well. Some landscaping problems were found such as the Madison Park entrance needing an improvement. Common areas looking better, some areas on Lockwood Blvd. need sodding and mulching. In the Tennis Court area Girard still needs to work on installing the wood poles for the parking area that are still missing. Playground benches and tables need to be ordered and placed. Signage throughout community should have been pressure cleaned and painted.

7. Jay, Teresa and Kevin from Girard need to resolve the matter with the water bills for Madison Park. Marilyn has forwarded all bills to Jay.

MANAGEMENT REPORT


1.     
The enforcement inspection was performed on August 4th by Marilyn Nieves of Greystone Management and Jay Dunn a member of the BOD. The majority of the homeowners that had received two to three violations had taken care of the problems by this time. The remaining homeowners will receive letters for their violations and we will continue to monitor.  Jay Dunn and I reviewed very carefully the open aged violations and a great deal of them had been satisfied and/or closed out by us.

The following homeowners need to be discussed at the next BOD whether or not they will be forwarded to the attorneys:    

  a) 3617 Foxcroft Circle – homeowner has refused to correct violations and claims he has a jungle theme.

  b) 3431 Foxcroft Circle – Jay wants us to hold off he will speak to homeowners.

  c) 3569 Alcove Court – Jay wants them to be invited to next BOD meeting (August meeting).

 

2. A discussion between the management company, the BOD and the ARB committee needs to be held in reference to covenant violations.  

3. The landscaping inspection was performed on July 21st and went well.  Some landscaping problems were found such as the Madison Park entrance needing an improvement.  Common areas looking better, some areas on Lockwood Blvd. need sodding and mulching. Entrances are looking better but still missing bushes in some areas and Madison Park will be redone, referred to Girard and Teresa on July 21st to prepare and submit proposals.

The common area by Winn Dixie has been cleaned up by Girard at no charge to Carillon but Girard still needs to cut back the foliage a bit more.

The next landscaping inspection will be held on August 18th at the ball field. The inspection will begin at 10:00am please inform Greystone who will assist Marilyn in this inspection.

Madison and Brighton Park entrance letters were placed but Ron from Fast Signs informed me that they will order letters that will be more similar to what is already there and replace at no additional cost to Carillon.    

4.  Officer Robinson of Code Enforcement has advised that he is going to be involved in getting 3817 Becontree Place back on track. He has already posted several warning letters and has contacted animal control. This property’s lawn has been cut and cleaned up.   

5. As of August 11th we sent 31 Board invitations.  After the next inspection the Board will receive an update with any additional notice of invitations that are sent out.   

6. West Hampton II the fence is still broken and the signs still need to be cleaned and/or painted. Jags is still working on getting quotes to Jay for the gate replacement and have forwarded the rest of the quotes to Greystone. Marilyn has forwarded all submitted quotes to Jay.

7. Jay is revising the water bills from January to July of this year for Madison Park. Marilyn has forwarded all bills to Jay.

8. On our enforcement inspection Jay and I noticed that the County has already started repairing the cracked sidewalks all over Carillon. Progress Energy light poles are in working process.

9. GREYSTONE MANAGEMENT was informed by Jay Dunn and Ken Hofner that Mr. Barry Supersano officially turned in his resignation as Director at Large for Carillon HOA.

MANAGEMENT REPORT
 

1.      The enforcement inspection was performed on July 7th by Marilyn Nieves of Greystone Management. The majority of the homeowners that had received two to three violations had taken care of the problems by this time. The remaining homeowners will receive letters for their violations and we will continue to monitor. A series of events occurred during this inspection. I was approached very rudely and aggressively by a couple of homeowners and even by police officers. Our enforcement inspections are scheduled in advance along with the landscaping inspections; a member of the BOD should be present but if by chance a BOD member is unable to attend either of these inspections the homeowners should be made aware of our presence to avoid any future confrontations.     

The five homeowners were forwarded to the attorneys.

 2. The landscaping inspection was done June 23rd and went well.  Some landscaping problems were found and the deteriorating plant materials were discussed.  Weed control in all areas is improving.  Common areas look better, as well as parks, soccer field, Tennis Courts, playgrounds.  Signage throughout community should have been pressure cleaned and painted. 

Entrances are looking better but still missing bushes in some areas, referred to Girard on July 7th.

Girard needs to return to Carillon to remove all the trees and stumps they missed as per Jay, forwarded to Kevin and Jeff on July 10th.

The common area by Winn Dixie has been cleaned up by Girard at no charge to Carillon but Girard still needs to cut back the foliage a bit more.

An email was sent on June 12th to Kevin requesting a credit memo for duplicate invoices and payment for the same service. Girard forwarded credit memo to Greystone, Marilyn forwarded copy to Vicky.

The next landscaping inspection will be held on July 21st at the ball field. The inspection will begin at 10:00am.

Girard still needs to forward monthly landscaping reports to Greystone and/or Teresa. Still is not being done.

Madison and Brighton Park entrance letters are missing referred to Fast Signs on July 11th.    

Madison Park entrance needs pressure cleaning badly, forwarded to Mallard Systems July 7th.

Ken and Jay decided to leave the bushes at the Red Bridge entrance alone and not charge Mallard Systems for them. The BOD believes the bushes will improve on their own.

3.  Marilyn contacted Progress Energy once again about the inoperable lights and broken light covers at Carillon. 

4. Code Enforcement has advised that they will not get involved with cars that are inoperable as long as they are on owner’s property violation letters have been sent out. Officer Robinson confirmed in helping us contacting the owners with the commercial signs out on the common areas. Jay and Marilyn are working with Oviedo towing company about signage and prices.  

5. As of July 5th we have sent 11 Board invitations.  After the next inspection the Board will receive an update with any additional notice of invitations that are sent out.   

6. West Hampton II the fence is still broken. Teresa needs to contact the Handyman and inspect work performed. Also the signs around Carillon are dirty and faded, need to be cleaned and possibly painted. The handyman will take of the signs also. 

7. Jay and Ken met with Bob Dalari of Seminole County about the water bill we received for Madison Park, cracked sidewalks all over Carillon and the light poles.

8. GREYSTONE MANAGEMENT was informed by Jay Dunn, Ken Hofner and Barry Supersano to proceed legally with the Hayden boat situation. The documents need to be revised by all BOD members and presented at BOD meeting for discussion and solution.

MANAGEMENT REPORT

1. 2051 Westbourne Drive – Was sent a certified letter stating that they had until June 30th to remove barrier shielding the RV/trailer and the RV itself away from view. Mr. Greggory Boatright called Greystone Management stating his barrier was approved by the ARB and he was not planning on removing it. Ken Hofner, president of the Carillon HOA, requested that Mr. Boatright be invited to the next BOD meeting for further discussion and final resolution. Enforcement was also notified on this matter to check the RV enclosure.  Officer Robinson advised if the first 4 feet of screen is in good condition they will not do anything.  Code enforcement is only concerned about the first 4 feet from the ground up.

2. The landscaping inspection was done May 26th and went well.  Some irrigation problems were found and the deteriorating plant materials were discussed.  Weed control in all areas is improving.  Common areas look good, as well as parks, soccer field, Tennis Courts, playgrounds.  Signage throughout community should be pressure cleaned and possibly painted.  A Landscaping / Common area report was sent to the Board on May 28th.

Entrances are looking better but still missing bushes in some areas, referred to Girard on June 12th.

Red Bridge and Brighton Park entrance sign lights are out, referred to Jags on June 19th.    

Jeff Baugher with Girard was informed to send proposal for missing trees and removal of stumps as per Teresa.

Madison Park and Brighton Park letter repairs were notified to Fast Signs and should be completed by June 10th.

Dry grass areas have been granular fertilized and given an aggressive weed treatment.  Per Kevin, things should start to turn around quickly and the rain will definitely help with everything.

On Main Blvd. the damaged heads and broken valve between the sidewalk and curb at entrance to park were fixed by Girard.  The bad relay switch located in the electric box to irrigation clock for Brighton entrance work was completed.

Kevin was contacted to check the schedule of the irrigation at Brighton Park II and adjust due to resident concerns.  Apparently, they are going on at 8:00 am when the children are riding there bikes to school.  The children have to go on the road to avoid getting wet which is very dangerous.  Change zone locations to alleviate watering during morning school hours.

The common area by Winn Dixie has been cleaned up by Girard at no charge to Carillon.

An email was sent on June 12th to Kevin and Brian requesting a letter of credit for front entry per Barry’s request.  We have yet to receive any information from Girard.

We have also sent several emails to Girard regarding more information on several invoices which are not clear on what type of work was done and for which subdivision. Kevin has gone through the invoices and has referred the matter to Brian.

We have set-up the landscaping inspection dates for the rest of the year.  The dates are as follows June 23rd, July 21st, August 18th, September 15th, October 13th, November 10th and December 8th.  The inspection will be done every four weeks at 10:00am.

Warranty work at Red Bridge was completed.  We asked Girard to give us a quote to replace older Holly to match new Holly’s that have been installed.

Girard fixed the valve at Red Bridge entrance that was damaged by a vehicle.  We need a board member to verify that the work was completed.

3.  We faxed Eva McConnell, Field Engineer, at Progress Energy requesting an appeal for assistance on gathering the information on Light Posts which are in need of repairs.  Marilyn called Progress energy in reference to light poles being painted, was informed that was not in the budget until 2007. Marilyn put in a service request for broken and damaged light poles at Carillon to be fixed on June 12th

4. Code Enforcement has advised that they will not get involved with cars that are inoperable as long as they are on owner’s property. Officer Robinson confirmed in helping us contacting the owners with the commercial signs out on the common areas.

5. As of June 20th we have sent 9 Board invitations.  After the next inspection the Board will receive an update with any additional notice of invitations that are sent out. 

6. Palacios of 3808 Carnaby Drive is already at attorney’s office.  The violations are being sent to the attorney’s office to be added to list.

Robinson of 3569 Alcove Court is being sent to attorney’s office this month for violations per Board decision to go forward.

7. Contacted Seminole County for the water bill we received for Madison Park.  They of course did not find any problems with the meter.  They advised us that if we sent a copy of the invoice showing there was a problem and it has been resolved they may be able to adjust the bill.  I have asked Girard to send me the invoice ASAP so we can try to save the Association some money.  Will advise Board of outcome.

8. West Hampton II the fence is broken again.  Contacted the Handyman to inspect and repair all the broken fences at Carillon. Also the signs around Carillon are dirty and faded, need to be cleaned and possibly painted. The handyman will take of the signs also.

9. Marilyn to contact Seminole County once again about the cracked sidewalks all over Carillon. 10. GREYSTONE MANAGEMENT was informed by Jay Dunn and Teresa at the last landscaping inspection on June 9th that someone else other than Barry will be appointed as head of the landscaping committee.

MANAGEMENT REPORT

1. 3272 Lordmall Court – Code Enforcement went out on May 11th to check screen enclosure.  Officer advised if the first 4 feet of screen is in good condition they will not do anything.  Officer Robinson called and advised that they have asked the owners to put an orange fence around the bottom of the screen enclosure.  The owners have been given 30 days to complete all repairs to the screen enclosure.  If this has not been taken care of in 30 days from May 11, 2006 Code Enforcement will go back out and the owners will be receiving a fine from Seminole County.  Code enforcement is only concerned about the first 4 feet from the ground up.

Entrance proposal was received on May 4th with 3 Board signatures for project to commence.  There was some concern regarding the size of the Needle Point Holly’s.  Kevin is aware of the plants being too small and will have them replaced with the correct size plants.  Plant material was located and is being changed out by the afternoon of May 12th.  Sod will also be installed on May 12th and entrance will be completed. 

Jeff Baugher with Girard was informed to cut down tree behind 1439 Hampstead.  Jeff has been contacted to find out the time frame for completion.

Madison Park and Dorchester repairs are under way and should be completed by May 12th.

 7. West Hampton II the fence is again broken.  We have been advised by a resident that children waiting for the bus in the morning a pulling on it to sit down.   Emailed Teresa to contact Handyman and see if he can fix.  I suggest a Board member go out there in the morning to see if they can catch the children. Then we can notified parents they may be charge if destruction continues. 

9. Elisa to contract Seminole County about cracks in sidewalks. Elisa will also contact First Signs to get the letter A in Madison Park reattached and to see if they can fix the letter R in Brighton Park.

I have composed the following to update the Board on a number of matters that need your review and in some cases, some attention.  Since Elisa will be back tomorrow, she and I will meet to go over other issues that she will need to address at the meeting....This will give you all a short update to save time:

1.  Elisa will be back tomorrow and plans to take the meeting.  I will be meeting with her tomorrow to update her.  The Board will need to discuss the enforcement issues, particularly those which have not complied with the request to come to the ARB meeting.  We can certainly review the conditions of those properties the following morning before any further action is taken.

2.  Elisa and I both will be doing the enforcement drive on Thursday morning.  We would appreciate others joining us - if you can.  We will break at 10 am to meet with Teresa, Barry and Girard regarding landscaping matters.  We will also try to have Mallard there to inspect what they have completed to date.  (I do know that Ken also wants to be inspecting completed areas before payment is given, so Elisa will advise on site plans which areas to inspect....)

3.  Sherma is preparing the report on the current delinquencies as well as the "draft" financial statement for Vicky.  ("Draft" because the audit has not yet been finalized.  We will also have a report on the estimated completion date for the meeting.)

4.  The Handy Man's check will be given to Teresa at the meeting.  (Christina had received an email, but not the invoice.)

5.  I have just spoken with Kevin from Girard who committed to be at the 10 am meeting on Thursday.   I see the email that Ken sent to Barry regarding protocol on landscaping matters.  Girard, Greystone and the landscape committee have needed a very clear instruction as to who is the contact with the contractors on site. 

I would like to have Ken's thoughts put into a final format and an adopted at the Board meeting for the future.

Would the Board please consider adopting a policy of the following?

    1.  Specifically naming the one-and-only Board authorized contact with the landscaping service for service requests, proposals, work orders, special projects, etc. - for no other reason, but to have someone following through, and one entity that can answer questions.

    2.  When proposals are adopted at the Board meeting - they will need to have at least one signature on it.  From that point, the proposal should be given to the authorized contact so that they will always have a copy to answer questions and to do the follow up inspections.

    3.  Inspections can be scheduled once monthly and should be on the same day so that others can join or let the contact know anything that should be looked at.

Also, if the Board would please clarify the disposition of the proposals for the entry that Teresa was working on.  Girard is on hold; there seems to be confusion over the project that can be easily cleared up at tomorrow's meeting.

I know that there has seemed to be some tension over the landscaping procedures, which does sometimes happen.    For everyone's sake, it is very important that a very clear policy be adopted so that everyone knows who to go to and who (should) have the most current information.  That way, everyone can simply email Greystone Management and get an easy update. Thanks very much.  This will be very helpful.

6.  I have just spoken with David from Mallard Systems. The original sales person has let (Todd) - and David is taking over the Carillon project.

He is meeting us at the soccer field on Thursday at 10 am to give us a description of what has been completed so far so that we can inspect it....and get the information to Ken to inspect.  David seemed unclear as to what specifically was to be done, so we suggested that he pull the proposal and we can answer any questions Thursday.

BOARD OF DIRECTORS MEETING

WEDNESDAY, FEBRUARY 15, 2006 – 6:30 PM
SEMINOLE COMMUNITY COLLEGE - 2505 LOCKWOOD BLVD.  OVIEDO, FL 
MANAGEMENT REPORT
   
 

1.   Raising the Bell Tower lights is also being investigated by Palmer to give the Association a starting point with regard to costs.  Management has received no proposals to date on this project.  We will try to have in advance of the meeting. 

2.   Tennis court refinishing – Froehling Tennis Courts have been contacted to provide a quote to refinish the courts, as indicated when the pressure cleaning was done.  The Nidy Company will be sending quote no later than next week.  One other bid is being sought as well.          

3.   Teresa will report on the installation of the signage at the tennis courts by the handyman.  We have been working with Vicky on quotes for meeting signage.  Prices will be presented at the meeting.   

4.   The last community ”tour” went rather well.  The drive spreadsheet will be finalized and given to the Board at the meeting.  Letters went out the week following the meeting. With much less feed back than usual.  The next tour will be on February 24. 

5.   KEN WAS TO LOOK INTO: the gazebo where roof/shingle repairs are needed. 

6.   The news reported that there were car windows smashed on Foxcroft Circle on February 9 during the night.  Management received no calls regarding this matter.

7.   Management has had a few calls regarding accumulating garbage in Madison Park along the lake banks.  Both Girard and the lake company were contacted.

8.   Management has not received the irrigation schedule from Girard.  Other items that were discussed in December have not been addressed as well.  Needless to say, management would like to have direction form the Board particularly since there has been a very active and effective Landscape Committee for some time.  Perhaps it is best if Management directs efforts elsewhere.

9.   We would like to discuss the status of the Newsletter as well.  In another community that Greystone manages, the community has designated certain months for certain home projects, i.e., January is Paint your Mailbox month – February is pressure clean your driveway month – March Chemically clean your roof month – April – Fertilize turf, etc.  This has actually been very successful and something to consider for Carillon.

1. Tennis Court Light repairs – Palmer Electric completed the Timer Replacement repair to Tennis Courts.  Raising the Bell Tower lights is also being investigated by Palmer to give the Association a starting point with regard to costs.

4. Perhaps the Board could consider localizing the meeting signage to avoid further theft and damage.  Perhaps one sign could be posted at the tennis courts/soccer field.  We have bids coming for replacements of those stolen for Board review at the meeting.


5. The next community ”tour” is scheduled for Friday.  Ken Hofer will join the tour.  Any other Board members who would like to attend are certainly welcome.

6. We will also look at the gazebo where roof/shingle repairs are needed.


7.  Seminole County Roads & Drainage was contacted regarding clogging of street drainage between 3466 Scout Lake Lane and 3472 Scout Lake Lane.  The crew extracted Sycamore leaves.   A letter was sent to homeowner of 3466 Scout Lake Lane on January 5, 2006 regarding raking of leaves to avoid drainage clogging which could lead to a flooding situation.   (FYI)
